SUPPORTIVE PERMANENT HOUSING OVERVIEW

Lookout has been providing this “third stage” housing since 1978, starting with rooming-houses in the Downtown Eastside, and expanding in 1993 to also offer self‐contained housing.

All our self‐contained permanent housing targets men and women with no housing alternatives to ensure they can have a home they are proud of. Where needed, support staff provide assistance and work with residents to develop life skills and link to necessary community services to help residents enjoy successful healthy lives.

Supportive/3rd Stage Housing is permanent housing for:

• the chronically homeless
• people with disabilities
• younger, multi-barriered adults

NEW PROJECTS

Garfield Hotel
Lookout Emergency Aid Society's Garfield Hotel will be a four-storey wood frame building with a total of 24 units of supportive housing for men and women with a history of homelessness, mental health issues and substance abuse. The hotel is located at 1105 Royal Ave. in New Westminster. (more)

APPLICATION FORMS

Requests for Lookout’s permanent housing is through an application form. Please note the criteria for our housing:

Housing is for individuals:
• living in the area that the housing is located – e.g. North Shore for North Shore residents, Downtown Eastside for Downtown Eastside residents or New Westminster for New Westminster housing
• who live on low fixed incomes
• who have few, if any housing options
• currently live in inadequate or substandard housing

The various locations may have other criteria – please see the application forms.

VANCOUVER -
JIM GREEN RESIDENCE

The Jim Green Residence is a permanent home for 66 low income men and women who have a history of homelessness.

The Residence provides self-contained, independent housing for local residents who are marginalized in some fashion; individuals who for a variety of reasons have limited housing options. Priority is given to those applicants whose safety is at risk in their current housing, including those who are in mentally, emotionally or physically abusive situations.

Jim Green Residence

Priority is also given to those in crisis or temporary housing, or to those who no longer require to be in care facilities. Those in housing so poor that it contributes to debilitating medical conditions are also given precedence. This unique housing project is for people who have the most need and the fewest options. VANCOUVER – JEFFREY ROSS RESIDENCE, and JEFFREY ROSS ANNEX

Built in 1993, the Jeffrey Ross Residence is a four storey apartment building with 37 one‐bedroom apartments, four of which are fully wheelchair accessible.

The Residence is for folks whose home community is the Downtown Eastside and who live with a disability, although able to live independently with appropriate supports.

Rent is subsidized by BC Housing and set at a rate that is geared‐to‐income.

VANCOUVER – TAMURA HOUSE

Tamura house is a 110-unit Tamura House at 398 Powell St., purchased by the Province, to protect affordable housing stock in Vancouver for those most in need.

History
Recently restored as low-income housing, the Tamura House was built by Mr. Tamura, who was responsible for establishing trade between Canada and Japan. Originally it was a hotel and his company's offices. It sits on Powell across Oppenheimer Park from the temple, at the intersection which served as the heart of Japantown.

PARTNERSHIP AGREEMENTS

Partnerships have been formed with the purpose of improving living conditions in SRA (Single Room Accommodation) hotels in Vancouver’s Downtown Eastside between Lookout as service provider, and hotel owners. (more)

CORDOVA’s RESIDENCE

Cordova’s Residence is owned by BC Housing. Lookout works with the Property Management company Atira to provide services to all of the tenants of the Cordova’s Residence under this partnership agreement. (more)

AVALON HOTEL

Lookout provides services to the tenants of the Avalon Hotel under a partnership initiative, the Vancouver Agreement, between the three levels of government and the family who have owned the hotel for 30 years. (more)

Lookout provides services to the tenants of the Lion Hotel under a partnership initiative, the Vancouver Agreement, between the levels of government and private owners. (more)

NEW WESTMINSTER -
CLIFF BLOCK

The Cliff Block in Downtown New Westminster provides 7 units of minimal barrier, supportive housing, collocated with Transitional Housing. (more)

NEW WESTMINSTER -
THE RUSSELL

BC Housing purchased the venerable 3 storey College Place Hotel in downtown New Westminster and took possession on January 11, 2008. This purchase saves a significant heritage building and retains up to 55 units of affordable housing in New Westminster. (more)

Walton Hotel

The 48 unit Walton Hotel was among the first of the SROs to go through a major renovation that was funded by BC Housing. The tenants were thrilled to move back into safe, clean and modernized surroundings that encourage a community.

The rooms have been upgraded, with shared kitchen and laundry areas, and an Activities area on the main floor which provides an opportunity for Community Kitchen, and socializing in a safe environment.

Special bedbug proofing has been added, with a sauna installed especially to kill them.
